Florida Ombudsman Program The volunteer ombudsmen who work in the Florida ombudsman program act as advocates for seniors’ rights. When a senior, caregiver or member of the community makes a complaint about a long-term care facility, the ombudsman’s first job is to investigate the complaint. Once that is completed, they then work to resolve the issue between the senior and the facility. Florida SHINE Medicare-eligible seniors in Florida and their caregivers often have many questions about health care. The goal of Florida Shine (Serving Health Insurance Needs of Elders) is to provide these seniors and their caregivers with free, unbiased and confidential counseling that will help them navigate the many health care choices. This includes answering questions about Medicaid, Medicaid Advantage Programs, Medigap, prescription drug plans and Long-Term Care Insurance.
