This kind of care includes help with the activities of daily living, companionship, housework and other basic assistance. Home health care, which includes these services plus skilled nursing, is also $4,290 per month, compared to the national average fee of $4,385.
Home care in Nevada is affordable compared to neighboring states. Monthly fees for home care and home health care are more than $1,000 higher in California and much higher in Oregon. Seniors in Arizona pay $477 more per month for both services. In Utah, these care services cost $286 more per month. Fees in Idaho are the same as Arizona for home health care, and $95 lower for home care.

Seniors in Nevada have several long-term care options in addition to home care and home health care. The most affordable option is adult day care, allowing seniors to live in their own homes and receive support at community centers during daytime hours. Other options include assisted living, priced at an average of $3,400 per month for room, board, meal service and assistance with the activities of daily living, or nursing home care for $7,604 per month. This service is similar to assisted living but also includes skilled nursing care.
Home care fees vary across the state. Las Vegas has some of the lowest fees in the state at $4,242 per month for both home care and home health care. Fees are $425 per month higher in Carson City. The most expensive city in the state is Reno, with fees of $4,957 per month for home care and home health care. Fees in cities just across the state border are fairly close to the Nevada average, with Twin Falls, Idaho being one of the most affordable at $4,052 per month for home care services.

The Medicaid Personal Care Services Program provides those who require help to continue to live at home due to chronic health conditions with the support they need. The program covers assistance with meal preparation, housework and activities such as walking, eating and dressing. Eligibility is based on medical needs, assets and income level.

The HCBS Waiver for the Frail Elderly provides support for those aged 65 and over who can demonstrate a need for homemaker or chore services, companionship, day care services or other assistance as covered by the waiver. Eligibility is assessed based on age, medical review, assets and income level.

This program is intended to support those who are eligible for nursing home placement, helping them to remain in their own homes for as long as possible. It is open to low-income residents who are not eligible for Medicaid due to their income or assets being above the Medicaid threshold. Services available under COPE include personal care, homemaker assistance and other non-medical support.

Since the programs mentioned above might not cover all the costs associated with home care, and not everyone may be eligible, alternative payment methods will often need to be explored. In Nevada, home care is delivered by personal care agencies licensed by the Department of Health and Human Services Division of Public and Behavioral Health. Home health care is provided by home health agencies that must meet state and federal licensing regulations.
Scope of Care | Home care agencies provide companionship, assistance with the activities of daily living and general personal care. Home health care agencies provide similar services, but may also offer skilled nursing care within the scope of their training and care plans. |
Care Plan Requirements | Home health agencies must ensure that attendants provide care that is within the scope of their training. Care plans must be devised by a licensed physician and can only be modified with the agreement of a physician. |
Medication Management Requirements | Caregivers that provide nonmedical in-home care are not permitted to administer injections, apply topical lotions or administer eye drops, but may assist with self-administration of prescribed medications. Home health care workers may administer care in accordance with a physician-defined care plan and within the limits of their licensing. |
Staff Screening Requirements | Home care and home health care workers must submit to criminal history checks before starting employment. |
Staff Training Requirements | Home care aides must complete training in the type of personal care they will provide, including communication skills, first aid, CPR, nutrition, hydration, bladder care, transfer techniques and hygiene. Regular refresher training should be provided. Home health aides must complete suitable theoretical training, followed by assessments, competency evaluations and supervised in-service training before working with patients individually. |
Medicaid Coverage | Nevada seniors who qualify for Medicaid may be eligible for support under the HCBS-FE waiver. Those who have assets above the threshold for that waiver may be eligible for assistance under COPE. |

Nevada residents aged 60 and over can receive discounted taxicab fares under the Taxi Assistance Program. To be eligible for the program, seniors must have a household income below 300% of the Federal Poverty Guidelines. The Renovate Accessible Mobility Prevention (RAMP) home modification program provides affordable home modifications for seniors to help them safely age in place. The home modification plan may include grab bars in bathrooms, accessible faucets, handrails for stairs, cabinet adjustments, ramps and other improvements to make a property safer and easier for seniors to live in. Funding may be available to offset the cost of modifications.

The Homemaker Program offers in-home supportive services such as help with shopping, laundry, light housekeeping and meal preparation to those aged 65 and over who meet the income requirements. Support is also available to those under 65 who have a physical disability that prevents them from performing instrumental daily living activities.

The Disability RX Program is a state-funded initiative to support seniors and those living with disabilities. It provides a monthly subsidy for Medicare Part D or Advantage Plan Part D premiums to help offset the costs of medications. The program is open to those eligible for Medicare and whose household income is below the current threshold.

There are five Nevada Care Connection Resource Centers across the state. These centers offer caregiver support, veterans services, and access to resources and local programs for seniors to help them plan for care, connect with local agencies and better understand their options.
